2027: Enugu Stands Firmly on 260 Pillars

The September 26, 2026, local government elections conducted by the Enugu State Independent Electoral Commission (ENSIEC) across the 17 local government areas of the state have further altered the political landscape of Enugu State as the 2027 general elections approach.
The results, announced on Sunday, September 27, by the Chairman of ENSIEC, Prof. Christian Ngwu, showed that the candidates of the All Progressives Congress (APC) won the 17 chairmanship positions, while APC candidates were also declared winners in the councillorship elections across the 260 electoral wards in the state.
The outcome represents a significant development for Governor Peter Ndubuisi Mbah, who is the leader of the APC in Enugu State, and has inevitably generated considerable political attention ahead of 2027.
When Governor Mbah unveiled his manifesto in October 2022, he presented what he described as a disruptive governance model, signalling a departure from conventional approaches to public administration and development.
Among the ambitious targets announced by the governor was the plan to increase Enugu State’s Gross Domestic Product, GDP, from about $4.4 billion in 2022 to $30 billion before the end of his tenure. He also unveiled a range of initiatives spanning education, healthcare, transportation, infrastructure, technology and economic development.
One of the initiatives that has attracted considerable attention is the Smart Green School programme.
The concept seeks to move education beyond conventional classroom teaching by integrating digital technology, modern learning tools, interactive instruction and skills required for participation in an increasingly knowledge-driven global economy.
The Smart Green Schools are designed to incorporate facilities and services including free tuition, school uniforms, nutritious meals, ICT centres, e-libraries, artificial intelligence laboratories, smart farms and medical facilities.
Of particular significance is the exposure of children in Enugu State to emerging technologies and 21st-century competencies, including experiential learning, artificial intelligence, digital literacy and other skills associated with the Fourth Industrial Revolution.
However, like every ambitious development programme, the Smart Green School initiative has encountered challenges. In some locations, accessibility remains an issue, particularly in difficult terrains such as parts of Awgu Local Government Area, where hills, valleys, streams, rivers and other geographical features can make access to public facilities difficult.
The administration has indicated its willingness to address such challenges as they emerge. There have also been concerns over the activities of some contractors accused of failing to meet expected standards, a development that underscores the importance of effective monitoring and accountability in the implementation of public projects.
Notwithstanding these challenges, the scale of the projects being executed across the state remains noteworthy.
Each of the 260 electoral wards has, according to the administration’s development programme, been earmarked for major interventions, particularly in education and primary healthcare. The combination of Smart Green Schools and Type 2 Primary Healthcare centres has therefore become one of the defining features of the administration’s development agenda.
Beyond the wards, the Mbah administration has embarked on other major projects and initiatives, including the Air Enugu project, the redevelopment and rebirth of Hotel Presidential, the International Conference Centre, the 300-bed International Hospital, the Owo-Isi-Uzo Express Road, urban and rural road projects, and the modern transport system.
Another significant initiative is the reported $20 million ICT computer and electronics assembly plant being developed in partnership with the Haier Group.
Taken together, these projects constitute a broad development agenda cutting across education, healthcare, transportation, infrastructure, technology, tourism and economic development.
The significance of the September 26 local government elections, therefore, extends beyond the immediate electoral outcome. The results have placed the APC in control of the elected local government structures and councillorship positions across the state, providing the party with a formidable grassroots political structure as the 2027 political season approaches.
It is against this background that the description of Governor Mbah as standing on “260 pillars” derives its political symbolism. The 260 electoral wards constitute the grassroots administrative and electoral architecture of Enugu State, and the APC’s reported victory across the wards gives the governor’s political structure a presence that cuts across the state’s local government areas.
Whether this political advantage will translate into electoral success in 2027 remains a matter for the electorate to determine at the appropriate time. What is beyond dispute, however, is that the September 2026 local government election has significantly reshaped the political configuration of Enugu State.
As the state moves towards 2027, the performance of the administration, the implementation of its development programmes, the effectiveness of the newly elected local government officials and the competing programmes of the various political parties will increasingly come under public scrutiny.
For now, Governor Peter Ndubuisi Mbah and the newly elected chairmen and councillors have reasons to celebrate the outcome of the local government elections. More importantly, the result presents them with the responsibility of translating the electoral mandate into tangible improvements in the lives of the people.
The 260 wards of Enugu State have provided the political architecture. The quality of governance delivered within those wards will ultimately determine the enduring significance of the structure.
