Ken Nnamani, NASS Caucus Applaud Mbah as Enugu Tops Nigeria’s Fastest-Improving States Ranking
Former President of the Senate, Senator Ken Nnamani, and members of the Enugu State Caucus in the National Assembly have congratulated Governor Peter Mbah following Enugu State’s emergence as Nigeria’s fastest-improving state in the 2026 Phillips Consulting State Performance Momentum Index.
The elder statesman described Governor Mbah as the “poster boy of sub-national governance” in Nigeria, attributing the recognition to the administration’s sweeping reforms and transformational projects across critical sectors of the state’s economy.
Speaking in a statement issued on Sunday from his country home in Amechi Uwani, Enugu South Local Government Area, Nnamani said the recognition did not come as a surprise to the people of Enugu, who have witnessed remarkable progress since Mbah assumed office in May 2023.
According to him, any assessment of good governance in contemporary Nigeria that excludes Enugu State under Governor Mbah’s leadership would be incomplete.
“This is good news for the people of Enugu State, and I join other well-meaning Nigerians and lovers of democracy and good governance in congratulating Governor Peter Mbah on this remarkable achievement,” he said.
“The truth is that this recognition did not come as a surprise to us. Anyone who has closely followed developments in Enugu State over the past three years can attest to the unprecedented transformation that has taken place.
“From security to healthcare, education, agriculture, transport, tourism and infrastructure development, Governor Mbah has transformed the state within three years, accomplishing what many administrations could not achieve in eight years.”
Nnamani further stated that the Phillips Consulting report validates the governor’s widespread endorsement for a second term by the state’s three senatorial districts.
“The report confirms that Governor Mbah is not making empty promises. His impressive performance speaks for itself, and we shall campaign enthusiastically for his re-election based on his achievements.
“Whether one likes him or not, Governor Peter Ndubuisi Mbah has undoubtedly become the poster boy for good sub-national governance in Nigeria today, and we are proud of what he has accomplished,” he added.
Similarly, the Enugu State Caucus of the National Assembly commended Governor Mbah for bringing national recognition to the state through purposeful governance.
In a statement signed on behalf of the caucus by former Senate Minority Whip, Senator Osita Ngwu, the lawmakers said the ranking accurately reflects the administration’s commitment to good governance and sustainable development.
“On behalf of our constituents and the entire people of Enugu State, we congratulate our governor for once again placing Enugu in the national spotlight,” the statement read.
“The Phillips Consulting 2026 Momentum Index is a true reflection of the scale of development and quality governance currently being witnessed across all sectors of the state.
“Under Governor Peter Mbah’s visionary leadership, Enugu has regained its status as a preferred destination for investment, business, tourism and quality living through massive investments in socio-economic infrastructure.”
The lawmakers also noted that the report reinforces confidence in the administration’s ambitious economic vision of expanding the state’s economy from $4.4 billion to $30 billion.
“We reaffirm our commitment to supporting the governor in ensuring that this impressive momentum is sustained and continues on an upward trajectory,” they stated.
Enugu State last week emerged as the highest-performing state on the 2026 Momentum Index, following the release of the Phillips Consulting State Performance Index (pSPI), a comprehensive assessment designed to measure and compare governance performance across Nigerian states.
The report ranked Enugu first with a Momentum Index score of +1.55 out of a 3.0 benchmark, placing it ahead of Jigawa (+0.77), Abia (+0.67), Osun (+0.65) and Kano (+0.46).
According to Phillips Consulting, the Momentum Index measures the pace of improvement recorded by states relative to the national average during the review period, using key indicators such as citizen satisfaction, internally generated revenue relative to federal allocations, debt sustainability, revenue growth and fiscal transparency.
The report attributed Enugu’s top ranking to deliberate governance reforms, prudent fiscal management and consistent implementation of public policies, noting that the state’s achievements demonstrate how visionary leadership and disciplined execution can produce measurable development outcomes within a relatively short period.
It also highlighted significant progress in governance effectiveness, institutional reforms and implementation capacity under the Mbah administration.
